the New Territories, to establish a Land Court, and for other

In my Despatch No. 389 of the 17th. of
June I informed you that in two cases in which claims to land
involving large areas of foreshore in New Kowloon had been
allowed by the Land Court, I had decided that it was inexpedient
in the public interests of the Colony to grant titles and had
referred the claims back to the Land Court to assess compensa-
tion.

As soon as the Chinese title deeds upon
west which the claims in these two cares/came to be scrutinised by
the Law Officers of the Crown with the assistance of Mr.
Clementi, Assistant Registrar-General, who besides examining
the documents himself took the opinion of Mr. James Scott,
His Britannic Majesty's Consul-General at Canton, upon them,
